There are a couple of ways to get VOB clips from an extracted DVD but I personally prefer using DVD Shrink. It's a super old no longer updated program but it's been my goto for clipping out stuff from DVDs.

But you can get it from just about anywhere really.

    1. Drag your Video_TS folder onto it, it should briefly scan through the whole thing.
    2. Click on the big "Re-author" button
    3. On the right hand pane, double click whatever Title is under "Main Movie", probably something over 3 gigs in size
    4. Click the icon in the middle pane which looks like a left arrow on top of a right arrow
    5. Choose a start and end point and use the arrow keys or buttons to get closer (moves at about half second increments) and click OK
    6. Click the big "Backup" button
    7. Choose Directory and uncheck Create Video_TS subfolders
    8. When it's done, rename VTS_01_1.VOB to Olivia Thirlby looking awesome in Dredd.VOB and you're set.

It doesn't reencode or anything so it's very fast and by far the most reliable tool I've found. Works on undecrypted DVDs as well. If you want to remove extra audio channels and stuff you can select and unselect stuff under Compression Settings in the right hand pane.
