    New Orleans is a bowl, once the water got over the levees the water just stayed there, Galveston may be flooded but it should recede, unless im wrong and Galveston is also below sea level

    NO is 6 feet below sea level, and 11 feet below the river. Galveston was originally built on a marshy estuary, so it's right at sea level.
