    It seems like the photographer purposefully avoided getting any nudity, it's like he waited for covered shots, this better just be a tease or thats the worst paparazzi on earth.

    Yeah, the paranoid side of me that loves conspiracy theories wants to say she cut a deal with the guy. He takes pictures of her being edgy and whatnot on a topless beach, but either doesn't take or doesn't release anything really shows much, and in exchange she tips him off when she's going somewhere so he can make enough money down the road to make up for what he'd lose by not taking/releasing more valuable shots of bare boobs.
