Given the odd context of the comment and the link in their sig, I'd bet it's a bot or sock puppet to spam that link. Since there's no reciprocal link on that page, I've removed it from their sig. But I'll let the mods decide what to do beyond that.

Technically, pics of Kylie Jenner in a group setting (like when photographed with her family) and appropriately dressed (if that's possible) are allowed. Good to know.

 

The dictate, and all of the other 18+ discussions you speak of, are regarding the primary focus of a picture or video, not persons in the background, and that rule has been there long before the 18+ even came about.

It's not just you. I'm not sure if that one specifically was there before because I use an ad blocker too. But I just tried it in a default Chrome window and saw the same ad. So if it wasn't there before then cayne just added it. It's not malware or anything; it's there on purpose.
