    Dorothy is a normal girl completely unable to harm the witch. Therefore they needed some contrived method for Dorothy to win. Hence the bucket of water beside the villain whose only weakness is water.

    Kinda like a undefeatable villainous mastermind constructing a meticulous and powerful plan but putting a self destruct button on his weapon.
    Or an impregnable super weapon The Death star having a small vent as it's only weakness which happens to be undefended, and perfectly sized for a missile to penetrate.

    Its sloppy story telling and why people started to feel sorry for the villain because no matter how hard they try. How wicked they scheme. How pervasive their planning. They will lose to a hero who has dumb luck and good intentions on his side.

    It's why I support villains they're the true underdog
