    I think the term refers to Indians who are so inclined to mix or fuse or adopt far afield culture, foods and traditions in the rigid cast Hindu traditions. So some use this term in pejorative form to indicate "decadent".
    For instance a liberal mix and match of curries and the introduction of ingredients such as mushrooms is called desi food
