    Sorry, but no. New cars in CA do have plates now, but they're temporary paper plates, and the current series of them begins with 'A'. California plates are sequential, and this is an '8KSJ', which puts the plate a few months ago. And as it takes 30-45 days to get your plates, you can easily figure out when it was purchased, assuming she bought it new.
