    If one who does that knows what he/she is doing - yes.
    And nowadays many 'cups' are mechanical suction that is way more foolproof than 'glass where air was thinned by heating with open flame' of good ole days. ( Back then you could be mildly burned by heated rim of cup in case of error. And suction force was often hit or miss depending on microclimate and fuel (usually medical alcohol) quality no less than on timing and flame positioning).
