    For a muslim country, Dubai is pretty moderate. Plus with their oil money and radical city planning largely meant to draw in the tourism dollar, they know where their bread is buttered. That said, they do have security patrols that have been cracking down on mainly western tourists that cross the line of what they consider decent. But nothing that wouldn't likely get you in trouble on many western beaches.
