    The airbags SHOULDN'T have deployed in this situation. The front bumper of the car wasn't hit. The rear of whatever car/truck she hit slid over the bumper and into the hood. I've been in an accident in the very same manner and my airbags also did not deploy.

    Actually, the sensors are not just in the bumpers these days. It is more likely that she was not going fast enough or the deceleration was not enough to trigger the system.
