    go to User CP up in the top left there

    then it lists on the left side of the page to put in you Avatar and Sig :)

    I know how to go into user CP but there is NO option to "Edit Avatar"

    One you've clicked User CP look at the control panel on the left and look for the Settings & Options part then "Edit Avatar" should be right under that, good luck. ;)
