    I think it's not so much that they have smaller breasts, it's that we've seen them and they're not "pretty" breasts. Both have those strange, kind of fleshy, asymmetrical boobs that just don't look good out of clothing. Not that they're "bad" breasts, just... unattractive ones.

    Really, it seems to me that Tallullah looks like she has big perky tits, while rumor's aren't huge, they are still nice. Also, the fact that she walks around with them out, all by itself, that makes her hot.
