    Don't think she is the one with the lacy garments. That woman has a tattoo under her left breast which is visible with a bra on. IIRC Willa has shown (and does show her left breast in full above, mind you) herself with a bikini top or bra a few times already (just use the search, thanks to spiderswims :p) and she does not appear to have the same tattoo. Unless it is pretty new and hasn't been shown since, I don't know.

    The photog's website, the filenames of the 2 pics in question there are "willa.jpg" and "willa3.jpg" (I didn't rename anything).

    Also check other (recent) pics of her to see the tattoo under her boob and the birthmark on her back.
