    Photoshop gives the hue of her crotch (panties?) a 17 which is exactly consistent with her face and legs (her hands are 4-5). The pic had a bright flash as seen by the glare on her face, so the crotch could be reflecting brighter than the upper thigh area (which is angled away from the flash). Conclusion -- could be skin.

    However, the picture's not high res enough to see texture so it can't be positively proved either way.
