    Cleaning cookies doesn't help (tried it), tried iexplorere.exe on/off but doesn't work either (I'm on cable but maybe guys with phone line can try this).
    Did a vote at 22:55 and still can't make another one, keep trying.
    However you don't need to wait 24 hours.
