    I assume you are talking about the salt truck..

    salt on the roads are only useful for melting the ice, if it's mot too cold for it. though the slush that's left on the road not only makes it hard to drive in, it also get on the windshield so that you need to use washer fluid to keep it clean, and the car needs to be washed more often since it's not healthy for the car, it makes the metal rust away. much better to put sand on the ice, and plow the snow away

    We got three and a half inches of snow on top of two inches of ice. I'm assuming they are trying to get to the base to make plowing easier.
