    Scribe, relatively speaking, most of Florida is very flat, so we do not have the long grades like they have in the west.....very few small hills and certainly nothing that even comes close to a mountain. So we just don't the anywhere near the rapid runoff like the west. In addition, almost all of Florida has sandy soils that soak up the rain fairly quickly; very high percolation rates here. Tropical storms will inundate the very low lying areas though. This is especially true where development has occurred in very flat areas....the percolation is impacted by the massive amounts of ground cover constructed and they never allow sufficient storage for major rainfall events. One reason for this is that the local water tables can be very high, like only a foot or so below ground level. This necessitates large, shallow land areas to safely temporarily hold the excess runoff.

    I was on the Wetlands/Woodlands committee in one of the cities I lived in. We got ordinances passed to avoid complete development on wetlands, etc.

    Have had very draconian restrictions of development in wetlands here for about two decades. Sandy pine and palmetto scrub flats are not wetlands, but do present major engineering challenges for stormwater management systems.....

    Good on you. Wetlands are very important. Developer just want to pave them over, like has been done to far too much of the Everglades. :?

    The city I was in was already overdeveloped, and flooding was the result.

    Serious stormwater management for new developments, redevelopments, and retrofitting old developments did not even get started until the very early 1970's, and even then in only very few communities. Now, with current environmental laws, FEMA mandates in order for a community to be eligible for national (the only available) flood insurance, and rigorous development permitting requirements, ground cover percentages, stormwater pollution control, flood control, wetland protections, sediment/erosion control, etc. are getting the attention necessary to prevent our current related problems from getting worse.
